Thailand is affected country because it’s ratio of annual precipitation to potential evapotranspiration in dry areas falls within the range (0.05-0.65) in Article 1(g) and land degradation processes are evident in form of soil erosion and soil salinization as defined in Article 1 (f).
In order to share responsibility in protecting the environment with global communities, on December 12th, 2000, Thai Cabinet approved a proposal submitted by Ministry of Science and Technology for Thailand to become a Party to the United Nations Convention to Combat Desertification (UNCCD). Later, on March 7th 2001, Ministry of Foreign Affair submitted “ the Instrument of Accession” to the Secretary – General of the United Nations in New York whereas Ministry of Agriculture was assigned to host this Convention. During 90 days waiting for June 5th, 2001 to fully enter into force of the Convention, on April 3rd 2001, the Focal Point Office of Thailand for the UNCCD was established at Land Development Department (LDD) by designation of the Ministry of Agriculture. |
