Strategy on Personnel Competence Development to Become Knowledge
and Learning Organization |
1)
Enhance personnel development on competency based approach
by supporting and encouraging continued learning through
effective knowledge management and systematic network
database. |

2)
Adjust environment to facilitate live long and continued
learning and provide accessible information system to
all staffs.
|
3)
Support all staff to improve themselves to be the best
in creating applicable innovations and knowledge bases
on land development and sustainable environment. |
4)
Raise up capability of existing researchers to be more
creative and specialized so that they can create valuable
land development innovations that are compatible with
existing technologies and country’s potentiality to
serve changes and needs and to help increase productivity
in both quality and quantity that lead to farmers’ self-reliance
and commercial sustainability in long run. Moreover,
the organization will launch incentive measures, for
example sharing the obtained outcome from R&D to
stakeholders in merit system, developing knowledge transferring
procedures and admiring distinguish researchers with
practical works to support highly efficient work of
those researchers. |
5)
Create continued learning society by improving knowledge
and basic skills of all staffs in thinking, analyzing,
creating, problem solving, decision making, and team
working and encourage the value of morality and ethics
for highly efficient work. |
6)
Facilitate development of several fields of indigenous
knowledge and disseminate them to farmers and publics
for extensive adoption. |

| 2.
Strategy on Strengthening Farmer and Land Development Networks |
1)
Solving the problem of 2 main groups of farmers:
1.1
Poor small farmers: transfer knowledge, support and
promote land use and soil improvement, develop infrastructures
for highest potential land use in order to increase
productivity and farm income to be sufficient for self-reliance
living of both individual farmer and their family.
1.2
Support farmers to be advanced in agricultural business:
promote farmer grouping in all forms, provide soil improvement
materials, transfer technology on organic agriculture
and develop necessary infrastructure to increase value
of agricultural products. |

2)
Arrange mobile soil unit, not only to support Mobile
Unit Project to provide soil analysis service including
provision of suggestion and materials on soil improvement
to farmers, but also to be the mechanism to transfer
technology on land development to target farmers as
well. |
3)
Develop and extend LDD study centers to be learning
sources on land development, support development project
under the royal initiatives to be Agro-tourism site,
and establish Soil Doctor Volunteer and related networks
throughout the country. |
4)
Promote farmers’ group formulating and strengthening
to support technology transfer on land development.
Mobilize the community‘s participation in harmonized
land resource conservation, rehabilitation and utilization
via the efficient mechanism called Soil Doctor Volunteers. |
5)
Promote community participation in both urban and rural
areas in utilizing and conserving environment and land
resource. |
6)
Improve proficiency of LDD local lecturers; lecturer
from Soil Doctor Volunteers and core farmers to strengthen
networks on land development technology transfer and
activate National Agenda on Organic farming. |

| 3.
Strategy on Accelerating Agricultural Land Development |
1)
Develop land development infrastructure for sustainable
agriculture production, conduct zoning for land development,
establish integrated land development practices demonstration
plot at suitable sub-watershed areas to be a learning
center on soil conservation and rehabilitation and
sustainable land use for farmers and public. |

2)
Design and construct farm ponds for soil and water
conservation and agricultural consumption. |
3)
Conduct land development in compliance with Sufficiency
Economy Philosophy by conserving, rehabilitating,
and improving soil resource to be a safe production
base. Expand the areas of the New Theory and organic
farming implementation. |
4)
Support activities of organic fertilizer factories,
persuade the participation of community representatives
in factory management and expand the use of organic
fertilizer for safe agricultural production as well
as promote an efficient utilization of agricultural
residues in the area. |
5)
Prevent and relief natural disaster - flood, global
warming, land slide, deteriorated land, annual flood
zone and annual drought zone. Rehabilitate effected
areas and facilitate land use in appropriate ways
as well as set up warning system for natural disaster
zone. |

Strategy on Building the Best in Technical Works and Technology
Transfer |
1)
Support research works and land development innovation
to raise up productivity in both quality and quantity
and reduce production cost especially in poverty areas,
agricultural structure reform areas, and organic agriculture
areas. |

2)
Create connection and harmonization of technical working
system between central and regional offices to support
efficient and effective works for innovation. |
3)
Develop updated and accurate information technology
system in the fields of land resource management and
land development technologies. |
4)
Promote research works on indigenous intellectual development
to find out the scientific solutions on land development
and further develop those solution for continuous technical
improvement. |
5)
Establish network for knowledge transfer and use and
support the use of active information dissemination
channels on land development technologies and relevant
activities to target groups to create realization on
the value of land resource conservation for sustained
fertility. |

Strategy on Development of Good Governance Administration |
1)
Promote morality, ethics and good governance among officials.
Encourage them to take the Royal Advice on “Understanding,
Accessing, and Developing” as a guideline to work with
farmers and the public, especially the provision of
accurate technical suggestion and instructions. |
|
2)
Encourage officials to uphold the law concerning public
inspection and public participation. |
3)
Restructure working system to be more efficient and
flexible. Change their roles from self-implementer to
be development supporter. Administrate organization
effectively to meet the objectives and goals of master
plan and serve farmers’ needs. |
4)
Apply area approach and participatory approach to strengthen
communities in local and provincial level. Amend Land
Development Act to ease the implementation and to conserve
land resource. |
5)
Develop performance management in staff level with obvious
indicators. The result from staff evaluation will be
a useful criterion for individual promotion. |
6)
Adjust and reduce work process including budget, asset,
and finance administration. |
